1988-1992 Master's Degree in economics at the University of St. Gallen, specialising in economic sociology and environmental economics. 1993-1998 research associate at the Swiss Federal Office of Energy, working in the management of evaluation projects, monitoring the socioeconomic research program in the energy area, economic impact analyses, and implementation of the federal Energy 2000 programme at the municipal level. Stephan Hammer joined INFRAS in 1998, conducting projects in the areas of energy, transport, public health, and telecommunications. Project manager of various evaluations in energy and public health. Specialist in evaluations of government programmes and socioeconomic analyses; in 2002 senior project manager.
