Assistance to the Implementation of Electronic Waste Management Systems in China

The rapid increase of the quantity of used electronic and electric products (e-waste) in China results in a large amount of waste of existing resources, the deterioration of the environment and risks to human health. In 2001, the Chinese Government has therefore started a process to adapt its national legislation and to build-up pilot systems for the better management of e-waste, and in particular for improved recycling of e-waste. Under an agreement between the National Development Reform Commission and EMPA, INFRAS provides technical assistance and capacity building to the Chinese National Government with the focus on improving design, management and financial systems of existing pilot schemes in two Chinese cities (Qingdao and Tianjin) and in order to prepare for replication in other Chinese cities. The Swiss assistance will cover the overall design of the existing systems, in particular financing aspects, the design and implementation of suitable collections systems, technologies for e-waste dismantling and recycling, the building of management capacities and will also address final disposal and the monitoring of e-waste. The «Sino Swiss E-Waste Initiative» is financed by SECO and should be terminated by the end of 2008.
