As a basis for further developing the Swiss energy policy, the Federal Office of Energy has commissioned the consortium Infras/Ecologic with an evaluation of experiences with energy and CO2 taxes in Europe. A systematic analysis of the experiences shows that existing energy and CO2 taxes lead to a reduction of CO2 emissions without harming the economy. Additionally, the taxes had positive effects on economic growth and employment. The evaluation allows the identification of success factors for the introduction of energy or CO2 taxes which can help to draw lessons for Switzerland. Based on the success factors, recommendations for a potential energy or CO2 tax in Switzerland can be drawn. These recommendations are presented in the final report of the project.
