The Swiss Federal Office for Communications (OFCOM) worked out a new telephone numbering plan for the year 2002 (originally planned for 2001) with 9-digit telephone numbers. In the fall of 1999 OFCOM asked INFRAS to analyse the costs and benefits of the new numbering plan and of various alternative numbering plans. In January 2000 OFCOM invited several involved organizations and telephone companies to round-table talks in Biel, where the results of the INFRAS study were presented.
