Liberalisation and Public Service in Telecommunications, Postal Services, Electricity and Public Transport

The liberalisation and market dynamics of infrastructure markets brings up the need for new models to guarantee equal and universal access to important infrastructure services. The Regional Planning Conference of the Swiss Administration (Raumordnungskonferenz, ROK) focused their activities in 1998 on the issue of liberalisation and public service. In this context, INFRAS carried out a short report on the state of the art of public service in the sectors of telecommunications, postal services, electricity, and public transport and the implications on regional policy. The study emphasises the importance of a comparative analysis to develop a transparent and coherent universal service policy.
