On behalf of ASTRA, this research program firstly examines step by step current regulations for freight traffic in Switzerland. It focuses both, on the domestic- and on import- and export road traffic and railways. Accordingly we distinguish various dimensions of regulations and measures (e.g. market provision, environment/security, infrastructure-, vehicle- and driver specific regulations). Furthermore we scrutinize the current regulatory framework in Switzerland against a set of criteria and highlight the needs for action. We focus on how the transport economy is affected along the chain of logistics and transport. An evaluation of foreign experiences made with the impact of freight traffic liberalization (access to markets, EU-sanctions) complements this evaluation. According to the results from this analysis, five directions of impact are then delineated. Ultimately, various possible changes to current Swiss regulations (ca. 15 instruments) are proposed and then analyzed with regards to their impacts.
