Based on a detailed analysis of the present situation in the field of energy demand and supply in Vorarlberg INFRAS, Econcept and Synergo have developed scenarios for activities and implementation measures in various sectors. The impacts of these activities are being quantified with regard to CO2- and energy savings. On basis of these scenarios, a detailed action plan is being presented and recommendations for monitoring, controlling and evaluation are provided. This energy plan has been developed in a participative process which involved all major stakeholders in the energy field of Vorarlberg. The result shows that the Kyoto-targets set for Austria will be difficult to achieve at the level of Vorarlberg.
