Evaluation of Rail 2000, stage 1

In December 2004 the first stage of Rail 2000 was put into service. Commissioned by the Federal Roads Authority INFRAS conducted an impact analysis. The conclusion is that extending and modernising rail infrastructure was successful. The passengers have become aware of this and react with an increase in demand. But only a small part of the growth of demand could be attributed to a real switch from road to rail. Mainly new transport due to structural changes could be diverted to rail. Another part of the increase of demand has happened because of the improved availability. The staging of Rail 2000 though incurred obligations towards those regions that so far have had only below average benefits. A central challenge of future investments will be to solve the conflicting goals of additional extensions in regions with great demand and peripheral regions in Switzerland. The Infrastructure fund could be a good instrument for solving these problems.
