By mandate of the city and the canton of Schaffhausen INFRAS and the University of Zurich determined the metropolitan burdens and benefits of the city of Schaffhausen. Metropolitan burdens are the result of centrally located benefits of which the population of other communities can benefit without paying for in full. Metropolitan benefits identify costs of the surrounding communities for services that are given for the benefit of the cities, but are not being compensated for in full by its population. The study shows that the city carries a burden of about 10 Million Swiss Francs per year. Almost half of it covers cultural issues, 40% cover transport and about 10% police. From the metropolitan burdens are metropolitan benefits, location and tax benefits to be deducted. This will result in metropolitan burdens of about 4.5 to 4.7 Million Swiss Francs. The deduction does not consider structural metropolitan burdens. These accrue to the city of Schaffhausen due to its social and population structure. The study shows different possibilities for the compensation of metropolitan burdens. It recommends to implement the compensation according to the bills of task sharing and financial decartelisation on the one hand and on the other hand according to the new financial equalisation 2006. The results of the study were integrated into the final report of the project sh.auf. At present the final report sh.auf is in the discussion stage in the city and the communities.
