Dynamic regulations for fibreoptic networks

For quite some time, fibre-optic networks have been known as being the telecommunication networks of the future. Most probably, they will replace the actual copper network also with regard to subscriber's extensions. In common with Europe, several Cities in Switzerland are developing fibre-to-the-home networks so that high speed broadband connections can be provided for in the long term. The Federal Office of Communications commissioned INFRAS to clarify the need for regulation and which regulation approaches might be considered to guarantee effective competition.The INFRAS'study was published on 17.9.2010 jointly with the Report of the Federal Council regarding the revision of the Telecommunications Act. INFRAS concludes that the need for regulation is not urgent, as there is no developed market yet and developments are tainted with insecurities. But, foresight shows that a naturally occurring monopoly and market failure are dangers to be reckoned with. Hence, INFRAS' recommendations are to create already today a dynamic regulation framework that will take effect according to market development and type of market failure.Press release by the Federal Council
